Sadly, if they keep doing it, the result will be general mistrust of other warnings such as crashes and live lane breakdowns.
Your 'standard' is how you drive alone, not how you drive during a test.

How can they tell it's making motorists slow down? Because if there's another plod unit observing, it might be that one the motorists are reacting to,

Possibly there are search coils in the road and they can access the data.
But that's two big 'ifs'.
Or looking for brake lights on CCTV. But that's labour intensive and also needs access.

I doubt very much that they can [tell] but I suspect there will be a number of drivers using waze who do [slow down]. Still, it's a good clickbait headline and it is quite amusing.
